This study aims to analyze the management of Belimbing Rice Terraces as a community-based natural tourism attraction in Belimbing Village, Pupuan District, Tabanan Regency. Using a descriptive qualitative approach, data were collected through in-depth interviews, participatory observation, and documentation. The findings reveal that although Belimbing Rice Terraces possess significant ecological and cultural potential, their management remains suboptimal. Community participation is still limited, the tourism awareness group (Pokdarwis) is not yet functioning effectively, and there is no village regulation governing tourism management. Key challenges include inadequate infrastructure, lack of digital promotion, and low community capacity in managing tourism resources. Recommended strategies include strengthening local institutions, drafting village-level regulations, developing educational tourism packages based on agrarian culture, and implementing integrated digital promotion. This study highlights the importance of community empowerment and the preservation of local values in achieving sustainable community-based tourism development.
